California ignored desalination as an alternative to allowing most of the central valley farms to die. Arizona has no coastline to use for desalination but Mexico does and I wonder if that could be a cooperative project? Israel has developed desalination plants that feed a growing agricultural program. I wonder if Mexico would be interested in doing something at the head of the Gulf of California in cooperation with Arizona ? The distance is minimal for such a project.
